APPLICATION FOR WATER SERVICE WITH EXISTING METER

Applicants desiring a water service connection with the BuncombePWD must complete, sign, and file an application with the District Office. Applications are available at the District Office or online below. 

A copy of the applicant’s Driver’s License is required to be submitted with the Application. Copies can be made at the District Office.

Meter Deposits:

Renters: $200 deposit per meter

Homeowners: $100 deposit per meter

Business/Commercial: $500 per meter

Deposits will be returned when customer closes account or can go towards final bill.

A copy of the BuncombePWD Ordinance, Chapter 3: Rules and Regulations, will be provided to each Applicant and can also be viewed below.

Information related to paying your water bill online via www.courtmoney.com is available at the District Office and downloaded below. Minimal fees apply for this service.

Information related to automated bill pay from your checking account by ACH Authorization is available from the District Office and downloadable below. This service is provided free of charge to District customers.

NEW METER INSTALLATION APPLICATION

Applicants desiring a new water meter installation within the Buncombe PWD must complete, sign and file an application for new meter install with the District Office. New water meter installations are provided at the cost of the requesting customer. Applications are available at the District Office or online below. Customers must also complete an Application for Water Service.

A copy of the applicant’s Driver’s License is required to be submitted with the Application. Copies can be made at the District Office.

A $3500.00 deposit is required for NEW METER INSTALLATIONS to be submitted with the Application for a same side meter. NEW METER INSTALLATION with boring is $4,500. This deposit is only refundable prior to commencement of the installation. This deposit will be applied as a credit to the total balance due indicated on an itemized invoice upon completion of the new water meter installation. Full payment for the new meter installation invoice is due within 30 days of date on invoice, unless other arrangements have been agreed to in writing by the District Office.

The District Water Supply Operator will be happy to contact you or your contractor to discuss details of the installation. At that time he may be able to provide a ROUGH ESTIMATE of the cost for your budgeting purposes; however, the FINAL cost will be based on parts, labor and appurtenances of the actual installation. Water Meter Installations are performed ONLY by District contracted professionals and become property of the Water District upon completion. Water service begins immediately upon completion of the new water meter installation.

CANCELLING WATER SERVICE

Applicants desiring to cancel/discontinue water service, must complete the Disconnect Application here or at the District Office in advance of move out date:

Exact DATE for discontinuance of water service. For HOMEOWNERS, this is the DATE of CLOSING.

CUTTING OFF WATER SERVICE

Owners wishing to discontinue water service to their property may enter into an Agreement with the District to cut off water service completely.

Upon execution of this agreement, the meter is removed, the water line is sealed, and billing for services will cease to continue. The meter well, including lid and cover, will remain in place and intact. Any balance due on this account must be paid in full in addition to the $50.00 fee for this service. Should you later choose to have service restored, providing the meter well and all components within are undamaged and operational, costs would include: 1) a new meter; 2) installation labor costs, and 3) a 10% District operating overhead fee.
