Meeting Minutes of October 13, 1981
Meeting called to order at 6:57 p.m.
Roll call: Present – Mr. William Hardenbergh, Mr. Douglas Mayer, Mr. Richard Jackson, Miss Pheobe Cox, Mr. Walter Brieschke, and Mr. James Simpson. Employees present were Mr. John Nannie and Mrs. Kim Forby.
Minutes of September meeting approved.
Mr. Brieschke presented the cancelled Water Revenue Bond #1 to Mr. Wayman Presley. “Presented to Mr. Wayman Presley by the Buncombe Public Water District Board of Trustees for his contribution towards providing clean, safe water to the citizens of Jackson and Union Counties, Illinois.”
Cedar Hill Ordinances: Mr. & Mrs. George Black and their attorney, Mr. Don Prosser were present for approval of the Ordinance concerning their water line. A motion to install and dedicate a water line was made by Mr. Hardenbergh and seconded by Miss Cox. Roll call vote: Mr. Hardenbergh – yes, Mr. Mayer – yes, Mr. Jackson – yes, Miss Cox – yes, Mr. Brieschke – yes. Motion passed.
A motion was made for Ordinance # 7 – An Ordinance for providing water tap charges and connection fees for the Cedar Hill line extension – and Ordinance #6 – An Ordinance annexing certain territory to the Buncombe Public Water District, Jackson and Union Counties, Illinois – to be passed by Mr. Simpson and seconded by Mr. Jackson. Roll call vote: Mr. Simpson – yes, Mr. Hardenbergh – yes, Mr. Mayer – yes, Mr. Jackson – yes, Miss Cox – yes, Mr. Brieschke – yes. Motion passed.
Customer Complaints: Mrs. Maurice Betts was present to discuss the shut-off and turn-on fees charged to her rental tap #174 and #175. Mr. Brieschke explained the right to privacy act to Mrs. Betts. She understood and declined the right to an executive session. A motion was made by Mr. Simpson and seconded by Mr. Hardenbergh to waive the turn-on and shut-off charges for extenuating circumstances for taps #174 and #175. Roll call vote: Mr. Simpson – yes, Mr. Hardenbergh – yes, Mr. Mayer – yes, Mr. Jackson – yes, Miss Cox – yes, Mr. Brieschke – yes. Motion passed.
Mr. Braden’s tap is sealed.

Presentation of bills: Motion to pay the bills for the amount of $3,753.66 made by Mr. Jackson and seconded by Mr. Simpson. Roll call vote: Mr. Simpson – yes, Mr. Hardenbergh – yes, Mr. Mayer – yes, Mr. Jackson – yes, Miss Cox – yes, Mr. Brieschke – yes. Motion passed.
Maintenance report submitted by Mr. Nannie.
Water operators license: Mr. Nannie reapplied
Pump Station: A motion was made by Miss Cox and seconded by Mr. Jackson to clear trees and brush from around the pump station. Roll call vote: Mr. Simpson – yes, Mr. Hardenbergh – yes, Mr. Mayer – yes, Mr. Jackson – yes, Miss Cox – yes, Mr. Brieschke – yes. Motion passed.
Wall maps: Mr. Brieschke and Mr. Nannie are to locate lines, hydrants, and shut-off valves.
Water Rate Increase: As of November 1, South Highway Water District is raising their rates to Buncombe Public Water District $0.33/1000 gallons from $1.65 to $1.98.
Water Conservation Committee: nothing
Alto Pass: Nothing
Budget Committee: nothing
Audit Committee Report: Mr. Simpson has sent letters to the following five firms requesting a bid: Gray, Hunter and Stenn from Marion; J. Hugh Shellnutt; Holt, Patterson, and Thompson; Kemper, Fisher and Faust; and Barnett and Levine, all from Carbondale. Mr. Brieschke has contacted Barney Fozzard of Carterville and Dycus, Schmidt, and Bradley in Carbondale. Barney Fozzard has already submitted a bid of “not expect to exceed $1,200.00”
Tank cleaning and cathodic protection: nothing
Greater Egypt has requested BPWD to join the assembly of local governments for fiscal year 1981/1982 for $75.00.
