Meeting Minutes of August 14, 1984
The meeting was called to order at 7:01 pm by Chairman Walter Brieschke.
Roll call: Douglas Mayer, Phoebe Cox, William Hardenbergh, and Mr. Breischke. Employees present were Mike Huskey and Kim Forby. James Simpson arrived at 7:05 pm.
The minutes of the previous meeting were approved.
Water main relocation project: Mr. Bob Eaton of Asaturian and Eaton Engineers was present and submitted the invoice for preliminary drafting and design, etc. for $2,763.54. The bill will be paid when the Illinois Department of Transportation forwards the amount to BPWD>
Bid Estimates: The following bids were submitted for the relocation project:
- J&L Robinson $13,379.50
- Wayne Calhoun $10,140.00
- Beaucoup Excavating $14,206.48
Bid opening date: August 14, 1984 – 11:30 am.
Mr. Hardenbergh made a motion to accept Mr. Wayne Calhoun’s bid of $10,140.00. Miss Cox seconded. Roll call vote: Mr. Mayer – yes, Miss Cox – yes. Mr. Hardenbergh – yes, Mr. Simpson – yes, Mr. Brieschke – yes. Motion carried.
The Secretary/Treasurer report was read and accepted.
Payment of bills: Mr. Mayer made a motion to pay the bills in the amount presented of $28,258.85. Mr. Simpson seconded. Roll call vote: Mr. Mayer – yes, Miss Cox – yes, Mr. Hardenbergh – yes, Mr. Simpson – yes, Mr. Brieschke – yes. Motion carried.
The Water Supply Operator report was submitted by Mr. Huskey.
Mr. Mayer made a motion to purchase the Arkos pump (2 cycle, 30gal/min) at Grss Roots for $179.95. Mr. Simpson seconded. Roll call vote: Mr. Mayer – yes, Miss Cox – yes, Mr. Hardenbergh – yes, Mr. Simpson – yes, Mr. Brieschke – yes. Motion passed.
Tank Painting: The painting of the water storage tank has been completed. The tank was down for seventeen days from June 25 to July 11. The water loss due to maintaining pressure by running pumps and controlling pressure with automatic pressure release valves was 2,293,430 gallons.

SHWD negotiations: the next meeting is scheduled for August 23 at 7:30 pm at Giant City Lodge. They have stated they are “unable to supply copies of their budget, water rate cost analysis or the water use categories analysis as requested in our June 5, 1984, letter. Meetings will be set up on Thursday evenings at a neutral place to further discuss the proposed water rates.
Alto Pass Water District: On Thursday, August 2 at 7:00 pm, Doug Mayer, Bill Hardenbergh and Walt Brieschek met with the Alto Pass Water District Board about the possibility of Buncombe purchasing water. Their Board members are Larry Hale, Bo Stearns, Herb Modglin, Al Boone and Gary Pirtle. Mike Coleman is the district manager. They quoted an initial asking price for water at $2.00 per 1000 gallons. Buncombe Trustees will get back to them on this initial proposal. Meanwhile, non cost methods would be pursued to obtain some sort of ball park dollar amounts which would be required to make a connection and water sales possible and at the same time contact FmHA about possible funding formula on this project.
Mr. Hardenbergh made a motion to adjourn and Mr. Brieschke seconded. All in favor voice vote. The meeting was adjourned at 8:16 pm.
