Special Meeting Minutes of August 28, 1984
The meeting was called to order by Chairman Walter Brieschke.
Roll call: James Simpson, Douglas Mayer, Phoebe Cox, Richard Parrish, William Hardenbergh, Walter Brieschke. Secretary/Treasurer Kim Forby and the District lawyer, Eugenia Hunter, were also present. Mr. Vern Cornell was absent.
The reason for the special meeting was to discuss the South Highway Water District rate increase and the progress with negotiations.
On Thursday, August 23, 1984, Mr. Brieschke, Mr. Mayer and Mr. Hardenbergh met with the South Highway Board representatives. See attached notes.
The Illinois Revised Statues Chapter 85, Section 801-805 of the Municipal Budget Laws applies equally to all water districts and required an annual budget, which SHWD denies having.
Mr. Parrish made a motion to:
- Submit a written proposal for a decrease in rates from SHWD based on their cost of delivery;
- Have Ms. Hunter contact SHWD attorney to ask for the information requested in the past letters and meetings concerning financial justification of the rate change and for an explanation of their position
Mr. Hardenbergh seconded. All in favor voice vote.
Mr. Parrish is to draft a proposal for a decrease in water rates keeping in mind the idea that the cost of delivery to Buncombe is probably less than other large users because BPWD maintains all the equipment and even pumps the water from their tower. Also that SHWD increased usage from Carbondale because of Buncombe probably put them in a lower rate bracket.
Mr. Hardenbergh made a motion to adjourn and Miss Cox seconded. All in favor voice vote. Meeting adjourned at 8:00 pm.
