Meeting Minutes of May 8, 1990
The meeting was called to order at 7:00 pm by Chairman Walter Brieschke. The roll was called. Present were Mr. William Hardenbergh, Mr. Vern Cornell, Mr. Richard Parrish, and Mr. Walter Brieschke. Mr. Douglas Mayer was absent. (2 Trustee position remain vacant). Employees present were Mrs. Becky Roberts and Mr. Walter Butler.
Minutes of the April 10, 1990 meeting were approved as submitted.
Mr. Jack Musgraves – affidavit signed? Mr. Musgraves has not signed the Acknowledgement form that was sent to him, but Mrs. Musgrave did send a note stating that the trailer does not have water to it and when they are ready for water, they will let the district know. This was sent April 2, 1990. Mrs. Roberts is to send a reminder that the Acknowledgement form must be signed.
The Secretary/Treasurer report was read and accepted. In regard to the large overdue bills amount, Mr. Parrish suggested that the list of overdue accounts over 60 days be sent to our attorney, in order to get her recommendation on what might be done to collect these.
The Financial Report was read and accepted.
Payment of the Bills: The bills were presented in the amount of $5,818.63. Mr. Hardenbergh made a motion to pay the bills as submitted and Mr. Parrish seconded the motion. Roll call vote: Mr. Hardenbergh – yes, Mr. Cornell – yes, Mr. Parrish – yes, Mr. Brieschke – yes. Motion passed.
Water Supply Operator Report: Mr. Butler reported that there was a break on Church Street when a joint popped off the water main. One new tap, #2A, was installed and one old tap, #100, was sealed and taken out.
EPA Site Sampling Plan: A site sampling plan must be developed and sent to EPA before July 1, 1990. A map is required along with addresses of where samples are to be taken, and one samples must be near where the water comes into the system.
The Illinois Pollution Control Board recently adopted a regulation which requires all surface water supplies to begin sampling for total trihalomethanes (TTHM) in 1990 between May 1, 1990 and October 31, 1990. The four chemicals which are measured are chloroform, chlorodibromomethanes, bromodichlormethane and bromoform. These chemicals are believed to be carcinogenic if consumed for many years. The maximum contaminant level of four quarters. If at any time the MRT sample exceeds 100 micrograms per liter of TTHM, the water supply will be placed on a quarterly sampling and compliance will be based on the annual running average of four quarters.
Makanda TWP Fire Department – Ron Herter flow test for insurance: More flow tests will be taken. They will keep the district informed on when, where, and how much water was used.
South Highway Dispute: Ms. Carol Eaton JD/CPA: no further news this month.
Audit Status: The audit was handed out for review. Mr. Manis praised the district on the investment of it’s money. He also noted that the bonds are not being marked paid as they are returned to BPWD from GE Capital. Mrs. Roberts is to go back and mark paid, check # and date. Mr. Manis is to send a proposal on how to set up our inventory to keep it up to date. Mr. Hardenbergh made a motion to accept the audit as submitted and Mr. Cornell seconded the motion. All in favor voice vote. Motion passed.
Cross Connection Ordinance: We have final approval dated April 11, 1990 from IEPA on the new ordinance. Mrs. Roberts has taken it to the Southern Illinoisan to be published.
Election of Board Officers: Chairman and Vice-Chairman. Mr. Hardenbergh made a motion to retain the same officers as we now have and Mr. Parrish seconded the motion. All in favor voice vote: Motion passed.
The monthly meeting adjourned by motion of Mr. Hardenbergh and seconded by Mr. Brieschke. Voice vote – all yes. Meeting adjourned by 7:40pm.
