Meeting Minutes of March 13, 1984
The meeting was called to order at 7:11 pm by Chairman Walter Brieschke.
Roll call: Douglas Mayer, Jame Simpson, Richard Parrish, William Hardenbergh, Vern Cornell, and Walter Brieschke. Miss Cox was absent. Employees present were Kim Forby, John Nannie, and Mike Huskey.
The minutes of the regular meeting and special meeting for February were approved.
Illinois Rural Water Association: Shirley Hipple of the IRWA was present. He is the circuit rider or “trouble shooter”. He gave a brief summary of his duties and how he could help the District.

The Secretary/Treasurer report was submitted.
The Financial report was approved.
Payment of bills: Mr. Simpson made a motion to pay the bills presented in the amount of $8,276.20 and Mr. Cornell seconded. Roll call vote: Mr. Mayer – yes, Mr. Simpson – yes, Mr. Parrish – yes, Mr. Hardenbergh – yes, Mr. Cornell – yes, Mr. Brieschke – yes. Motion passed.
Customer meter location book: Mr. Kenneth Forby has submitted a bid of $1,200.00. Mr. Hardenbergh made a motion to accept Mr. Forby’s bid of not to exceed $1,200.00 for the meter location book. Mr. Mayer seconded. Roll call vote: Mr. Mayer – yes, Mr. Simpson – yes, Mr. Parrish – yes, Mr. Hardenbergh – yes, Mr. Cornell – yes, Mr. Brieschke – yes. Motion passed.
Water Supply Operator Report: Mr. Nannie read his report and then submitted his letter of resignation. Mr. Nannie offered to continue as the licensed WSO until Mr. Huskey obtains his license. Mr. Huskey have a brief report.
The new pump has arrived and been installed. Mr. White will check the pump motor under load to make sure it’s functioning properly.
Estimates of converting to 3 phase system instead of the add-a-phase: Mr. Deline of CIPS submitted an estimate of $15,000.00 and Mr. Arron Schuster of Egyptian Electric an estimate of $12,000.00.
Customer leak policy the final draft is being drown up for the next meeting.
System loop: The SHWD engineers are considering the possibility of looping their system to ours on south 51.
Water rate increase: Carbondale is increasing their rates 14 to 20% to SHWD and SHWD plans to pass this on to BPWD.
Cathodic Protection: Mr. Hull has consented to install the cathodic protection eye bolts at no additional cost.
Water Loss. Mr. Hull will be billed for all water loss resulting from problems with the work he did. Mr. Parrish made a motion to sell water lost from leaks from Mr. Hull’s work to Mr. Hull at the District’s purchase price of $1.98/thousand. Mr. Hardenbergh seconded. Roll call vote: Mr. Mayer – yes, Mr. Simpson – yes, Mr. Parrish – yes, Mr. Hardenbergh – yes, Mr. Cornell – yes, Mr. Brieschke – yes. Motion passed.
The filing system has been completely redone by Mrs. Forby as contracted.
Water system maintenance manual: Mr. Hardenbergh made a motion to approve the bid from Asaturian and Eaton on Part B (Operation and Maintenance manual) and #7 of Part A (repair schedule) submitted in the letter of December 13, 1983 and modified by letter of January 16, 1984, for a cost not to exceed $2,300.00. Mr. Mayer seconded. Roll call vote: Mr. Mayer – yes, Mr. Simpson – yes, Mr. Parrish – yes, Mr. Hardenbergh – yes, Mr. Cornell – yes, Mr. Brieschke – yes. Motion passed.
Mr. Hardenbergh made a motion to adjourn and Mr. Simpson seconded. All in favor voice vote. Meeting adjourned at 9:32 pm.
