Meeting Minutes of April 14, 1981
Meeting called to order at 7:00 p.m.
Roll Call – Mr. Brieschke, Mr. Jackson, Mr. Hardenbergh, Miss Cox, Mr. Simpson, Mr. Mayer, all present. Employees present were Mr. Nannie and Miss Hartline.
Minutes of previous meeting approved.
Secretary/Treasurer Report – see copy.
Customer Complaints: Mrs. Hiller and Mrs. Wilson waved their right to private hearing in executive session.
Mrs. Anna Lee Hiller – tap #164 – Did not understand that weekends counted in figuring the 15-day payment date. The late fee will be dropped from her March bill.
Mrs. Mildred Wilson – tap #131 – Her current bill is now around $611.00. She and her late husband purchased their property from Donald Shadowens, who said that he had not signed a contract with the Water District. Mrs. Wilson was given a copy of the contract Mr. Shadowens signed and she said she would go to see him.
Mr. Van Auken (requested to be heard in executive session), said he thought Mrs. Cottingham (previous district Secretary/Treasurer) hold him he could turn the water off himself. He tried to turn it off at the meter but couldn’t. He then turned it off in his house but there was a leak, and he was out of town. The district is not responsible for leaks form the meter to the house and incurred a $1,000.00 engineering fee trying to find his leak. Mr. Van Auken requested more time to think about how to pay off his bill.
Motion to fire Marsha Hartline as an acting Secretary/Treasurer. Made by Mr. Jackson, seconded by Mr. Simpson. Roll call vote – Mr. Jackson, yes; Mr. Hardenbergh, yes; Miss Cox, yes; Mr. Simpson, yes; Mr. Mayer, yes.
Motion made to have Marsha Harline correct the books for January and February 1981, for a fee of $200. Made by Mr. Hardenbergh, seconded by Miss Cox. Roll call vote – Mr. Jackosn yes; Mr. Hardenburgh, yes; Miss Cox, yes; Mr. Simpson, yes; Mr. Mayer, yes.
Motion to change all bank accounts from checking to interest-bearing accounts where feasible. Made by Miss Cox, seconded by Mr. Jackson. Roll call vote – Mr. Jackson, yes; Mr. Hardenbergh, yes; Miss Cox, yes; Mr. Simpson, yes; Mr. Mayer, yes.
Motion to award Miss Hartline and additional $200.00 fee when books are finished being corrected. Made by Mr. Simpson, seconded by Mr. Hardenbergh. All in favor – yes.
Motion to pay accounts payable due (attached list) and the auditors for their original bid only. Made by Mr. Hardenbergh, seconded by Mr. Jackson. Roll call vote- Mr. Jackson, yes; Mr. Hardenbergh, yes; Miss Cox, yes; Mr. Simpson, yes; Mr. Mayer, yes.
Maintenance Operator Report – copy attached. DTE broke line by Mr. Gibson’s lost 2,000 gallons of water plus 4 hours of repair.
John Nannie has licensing test scheduled for May 1st.
Wilson Electric gave an estimate of $1,000 to $1,200 to correct the pole and electric at the water tower on the Cottingham property.
Motion to employ Wilson Electric to correct this situation. Made by Mr. Mayer, seconded by Mr. Hardenbergh. Roll call vote – Mr. Jackson, yes; Mr. Hardenbergh, yes; Miss Cox, yes; Mr. Simpson, yes; Mr. Mayer, yes.
Audit report presented by Mr. Brieschke.
Water Conservation Committee – Miss Cox has sent her letter but has received no response.
Hiring Committee – Has had three applications for the job of Secretary/Treasurer. Will defer until the books are in order. Mr. Mayer and Mr. Brieschke.
Cobden Committee – Mr. Jackson stated that the Cobden water district cannot take on any more people.
Wall Maps – nothing.
Statement of economic interest due from each board member to the county by the end of April.
Motion for the payroll date to be set as the last working day of each month. Made by Mr. Simpson, seconded by Mr. Jackson. Roll call vote – Mr. Jackson, yes; Mr. Hardenbergh, yes; Miss Cox, yes; Mr. Simpson, yes; Mr. Mayer, yes.
