Meeting Minutes of February 13, 1990
The meeting was called to order at 7:04 pm by Chairman Walter Brieschike. The roll was called. Present were Mr. William Hardenbergh, Mrs. Fran Voss, Mr. Douglas Mayer, Mr. Walter Brieschke. Miss Phoebe Cox, Mr. Vern Cornell, and Mr. Richard Parrish were absent. Employees present were Mrs. Becky Roberts and Mr. Walter Butler.
Minutes of the January 9, 1990 meeting were approved as submitted.
Customer Requests: Mr. Jerry Burton proposed line extension on Sheppard Lane: We have not received a response from Carbondale concerning this. A letter was sent requesting approval of this over a month ago. Mrs. Roberts will call Mr. Jim Sweazy to see when we will receive this.
Customer Requests: Mrs. Eva Wheetley’s new tap #145B where her daughter is residing, is still not hooked up. The meter was installed on October 28, 1989 with the instructions to hook it up as soon as possible. Mrs. Goldie Pearson (Mrs. Wheetley’s other daughter) called Mrs. Roberts on 2/9/90 for a delay of this due to her mother being in the hospital since New Years Eve. This was referred to the Chairman, and he instructed Mrs. Roberts to have Mrs. Pearson send a letter requesting a delay and stating a date when this work could be complete. As of 2/13/90, no letter has been received. The Board instructed Mrs. Roberts to send a letter giving Mrs. Wheetley until February 27, 1990, to have the meter hooked up to the water lines, or all water service would be discontinued until the work was done. All in favor voice vote.
Customer Requests: Mr. Dewey Gibson has hooked up half of his new duplex to tap #2 that was hooked up to his shop. Mrs. Roberts is to call him and verify that when the other half of the duplex is ready, a new tap will need to be installed.
Mr. Butler reported that a trailer has been moved onto some property on Old Cobden Road, and it seems to have water. He is to get the name of the residents and give this to Mrs. Roberts so she can send a letter pointing out that a new tap installation is required for each living unit.
Customer Requests: Mr. Roberts Hafeman, former owner of tap #78A, has requested to start paying on the delinquent bill that was made by Mr. William Stearns, who was buying the property from Mr. Hafeman on contract for deed, and did not complete the contract. The amount owed is $697.18. Mr. Hafeman is not requesting water at this time. Mr. Hardenbergh made a motion to give Mr. Brieschke the authority to set up a payment plan agreement with Mr. Hafeman on this tap. Mr. Mayer seconded the motion. Roll call vote: Mr. Mayer – yes, Mr. Hardenbergh – yes, Mrs. Voss – yes, Mr. Brieschke – yes. Motion passed.
The Secretary/Treasurer report was read and accepted.
The Financial Report was read and accepted. Escrow Account Certificate comes due on 2/18/90. Mr. Hardenbergh made a motion to keep it the same at 6 months and let it roll over. Mrs. Voss seconded the motion. Roll call vote: Mr. Mayer – yes, Mr. Hardenbergh – yes, Mrs. Voss – yes, Mr. Brieschke – yes. Motion passed.
Pollution Problem: Mr. Brieschke, Mr. Mayer, and Mr. Butler met with EPA again on this. Mr. Butler took additional samples on 2/12/90 at tap #21, 22, 89, 90, 91, 99, and 108. Mr. Butler has had to take the extra sampling required by EPA inside houses of the taps names, so there has been a lot of questions from the customers on this. He told them that this was random sampling required by EPA. It will take 6 – 8 weeks to get the results back.
EPA New Sampling Program: Mr. Brieschke presented a form from EPA stating that from May 1, 1990 on there will be testing fees of $0.75 per tap to test our samples which will be on a yearly basis beginning 5/1/90 through 6/30/91 for a total cost of $0.75 x 255 = $191.25, or we could find an independent lab test our samples, (which would be much more expensive). Mrs. Voss made a motion to join the Annual Testing Fees for Analytical Service, Public Act 86-670 to pay $191.25. Mr. Hardenbergh seconded the motion. Roll call vote: Mr. Mayer – yes, Mr. Hardenbergh – yes, Mrs. Voss – yes, Mr. Brieschke – yes. Motion passed.
Water Supply Operator Report: Mr. Butler reported that the radio is working fine. Due to the overflows this month, he thought it was the radio, but it turned out to be the pressure switch. Pump #2 is not working at all. A new pump has been ordered, but not received yet.
Freeze Brochures: Mr. Brieschke made a freezer brochure to be handed out to all new customers along with standard brochures already being handed out. This was also sent to all customers who had freezing problems this past winter.
Pump Station Status: Mr. Brieschke reported that nothing has been done yet, due to confusion in the working of the Makanda Township permit and lack of response to letters of inquiry, but Mr. Mayer, Mr. Butler, and Mr. Brieschke will meet again and send in the permit and begin repairs.
Makanda TWP Fire Department – Ron Herter flow test for insurance: No further information has been received.
South Highway Dispute: Ms. Carol Eaton JD/CPA: No further information has been received.
Audit Status: Mrs. Roberts is to meet with Mr. Manis at the end of the week to take in all 1989 records.
Village of Makanda – Mrs. Simpson will advise: No further information has been received.
Cross Connection Ordinance: New word changes were discussed, and Mr. Brieschke will edit and send to EPA for approval. Mrs. Voss made a motion to accept the word changes and adopt the ordinance and Mr. Hardenbergh seconded the motion. Roll call vote: Mr. Mayer – yes, Mr. Hardenbergh – yes, Mrs. Voss – yes, Mr. Brieschke – yes. Motion passed.
User analysis for FY 1989 to begin: Mrs. Roberts gave Mr. Brieschke the averages on all taps for his review and completion.
EPA Public Notice: Copies of this was handed out to all present and was discussed that EPA require someone to answer questions when customers call in. Mrs. Roberts will be doing most of this, so she will need to read over the material carefully.
Coliform Bacterial Monitoring, Compliance Revisions: Mr. Brieschke read a handout from EPA stating that they have revised the monitoring requirements and compliance standards for coliform bacteria based on population served. Each public water supply must prepare a written sample site plan showing all the parts of the distribution system are being sampled. Sampling must be done throughout the month for all supplies. Compliance will be based on the presence or absence of coliform rather than the number of coliform. Check samples will be required when coliform are detected. Instead of two checks collected on consecutive days, the minimum number of repeat samples will be three for each coliform positive sample.
