Meeting Minutes of March 8, 1977
Minutes – Buncombe Public Water District Board Meeting called to order 4:30 p.m.
Outstanding water bills were presented for discussion most were voted to be cut off!
Attention of the fact that the contract of L. D. Fern Construction Co. expires April 20, 1977. It was decided to walk the water lines and
observe any irregularities. The walk would commence Saturday, Marchl9, 1977 at 9:30 a.m.
Contracts were signed with Dean Busch to complete new extension of the water lines, to Jack Earl, and Mrs. Schwartz, etc.
Barbara Schauwfcker proposed the Board acquire liability insurance on themselves as public officials and will look into and get a quote for the board.

Marsha Hartline reluctantly acquired position of Secretary to the Board.
ADDITIONAL MEETING MINUTES
Members present, Dan McGuire, Marsha Hartline, Barbara Schauwecker, Walter Briescke and Wayman Presley, a quorum.
Bill for inspecting radio communications by Durall Communications 603 N. Market St., Marion, Il. authorized to be paid — $46.10
Voted to ask attorney Kramer about insurance for Board members.
Board report by Dean Bush that the water line put under state highway 51 on Patterson Hill and leading to Hasting home was not more than 6 inches below the ground level and had an elbow in it. The line had burst, and a great quantity of water had wasted before it was discovered. The Hastings are not living in the house yet. The Board had hired Mr. Bush to fix the leak.
Board voted to cut off water to everyone behind in payments.
C.I. Rhoe of Nack Associated reported that several wrenches furnished Geo. Sides had not been turned over to us. Also, that several meters were missing.
Board voted unanimously to inform Geo. Sides that all told it is figured that the chain reaction of breakdowns caused by his neglect by not reporting that the tank was empty cost a total of about $20,000.00.
It was decided to ask Mr. Sides to re-do the Hastings line burying it to specifications and if he failed to do so, then have someone else do it and Sides or his bondsmen.
It was also noted that Mr. Sides has presented the board with a bill for $73.50 for various items and services. It was decided to defer payment of this bill pending his fixing the Hastings outlet.
Since the Fern guarantee runs out April 19, it was decided that the board should walk the entire main water lines to be sure there are no leaks. Sat. March 19 was set for the inspection date. Those who will help to report at Presley Tour office 9 A.M. that date.
Wayman Presley announced that he would resign from the board at the next regular meeting April 11 if everything went well with the system between now and then. No replacement was mentioned. He stated that he wanted things to be going smoothly before his resignation.
