Meeting Minutes of November 14, 1979
The Buncombe Public Water District Board met in regular session on November 14, 1979. Meeting was called to order by Chairman Walt Brieschke at 7:00 p.m. On roll call the following members were present: R. Jackson, B. Schauwecker, J. Hastings, J. Simpson, R. McClelan, J. Hawkins, and Walt Brieschke. The two employees were also present.
Guests: Elaine Ross, James Calwell Leona Casteel, Robert Pauls & L. Angarola.
Minutes of October meeting were read. Motion by Trustee Schauwecker seconded by Trustee Jackson, Hastings & Hawkins that minutes be approved as read. Vote: all members present voted yeas. Motion carried.
Board went into executive session to hear complaints from customers.
Board resumed regular session. District status looking up. Presentation of bills: handout. Discussion of overdue bills. Chairman states that notices should be sent out especially on those over 60 days as per ordinances and if meter is pulled, cost of shutting off meter will be added to cost. Motion by Trustee Simpson seconded by Trustee Jackson that bills be paid when we are able. Vote: All members present voted yeas. Motion carried.
Committee on old minutes – postponed indefinitely.
Yearly proposed budget presented by Chairman. Handout. Motion by Trustee Schauwecker seconded by Trustee Jackson to adopt this as a proposed budget with expendable items excluded and to be revised no later than March meeting on the basis of the audit report for 1979. On roll call vote the following members votes yeas: Hastings – yes, Hawkins- yes, Schauwecker – yes, Simpson – yes, McCleland – yes, Jackson – yes. Motion carried.
Cobden water committee: report on Cobden updating their water system.
Board Trustees appointment: two new members – Jim Simpson – Jackson County and Richard McCleland – Union County. Entire Board will be appointed in April effective in May for staggered terms. Board members asked to help build file for both County Boards to help in appointment of prospective members.
Audit report – holding. Attorney will send copy of contract – no response yet.
Maintenance report for Oct. 1979. J. Nannie reported on water breaks, repairs, trouble spots and answered questions posed by Board Members. Chair called for motion(s) to authorize John to order another Clayton valve, truckload of sand, wood for four barricades. Vote: All members present votes yeas. Motion carried.
Motion to adjourn by Trustee Hastings seconded unanimously. Vote all yeas. Meeting adjourned at 10:30 p.m.
