Meeting Minutes of May 8, 1984
The meeting was called to order at 7:00 pm by Chairman Walter Brieschke.
Present were Vern Cornell, Phoebe Cox, Doug Mayer, William Hardenbergh, and Walter Brieschke. Mr. Simpson and Mr. Parrish were not present. Employees present were Kim Forby and Mike Huskey.
The minutes of April 10 meeting were approved.
The Secretary/Treasurer report was submitted.
The Financial Report was read.
Payment of the bills: Mr. Hardenbergh made a motion to pay the bills in the amount presented of $4,730.95. Mr. Cornell seconded. Roll call vote: Mr. Cornell – yes, Miss Cox – yes, Mr. Mayer – yes, Mr. Hardenbergh – yes, Mr. Brieschke – yes. Motion carried.
Customer requests: Mr. Ed Paulson and Ms. Judy Hafeman were present to speak to the board. Mr. Brieschke explained the right to an executive session and they each declined. Mr. Paulson has purchased the Modglin house in downtown Makanda, and has assumed the responsibility for payment of the overdue water bill. He would like to arrange a payment schedule and have athe water turned on. Mr. Mayer made a motion to turn the water on at tap #45 with the receipt of $20.00 and an application for water service. $25.00 a month, in addition to the bill for water used will be paid until the account is cleared. Miss Cox seconded. Roll call vote: Mr. Cornell – yes, Miss Cox – yes, Mr. Mayer – yes, Mr. Hardenbergh – yes, Mr. Brieschke – yes. Motion passed.

The Water Supply Operator report was submitted.
Mr. Mayer and Mr. Brieschke met with Mr. Shirley Hipple of the Illinois Rural Water Association. Mr. Hipple offered the following suggestions:
- Use lead seals and wire to seal problem meters to check for tampering
- Use a test bench to check meter flow on customer meters
- Paint valve no’s on inside to last longer
- Need lock on electrical disconnect box
- Hydrants should all be flushed on the same day to clear sediment to end of lines
- Water samples should be taken from homes instead of hydrants
- Methodist church meter is freezing because there is an air pocket around it
- Masonic Lodge yoke assembly needs to be higher up from the ground and backfilled with gravel instead of dirt
- A note on cross connections be included with bills
Tests of hydrant pressure release valves have been completed. The estimated water loss is 35 gallons/minute or 40,000 gallons a ay when the tank is drained for painting.
Mr. Ralph Milligan is the responsible Operator in charge for $35.00 a month until Mr. Huskey is certified.
Jone’s Plumbing reported that the other pump will need to be replaced within a year.
Proposed rate increase: South Highway Board invited Buncombe to discuss rates. Mr. Mayer and Mr. Brieschke attended their Board meeting. The next SHWD meeting is on the 16th of May. Mr. Brieschke and Mr. Mayer will attend.
Hidden underground leak policy: tabled.
Election of office: Mr. Hardenbergh made a motion to retain Mr. Brieschke as Chairman and Mr. Mayer as Vice Chairman. Miss Cox seconded. All in favor voice vote.
Water Loss: Mr. Mayer and Mr. Huskey are going to coordinate a water loss accounting system.
Mr. Mayer expressed interest in purchasing the water district generator which is no longer used for $100.00 if it is in satisfactory condition
Mr. Hardenbergh made a motion to adjourn and Mr. Cornell seconded. The meeting was adjourned with an all in favor voice vote at 8:39 pm.
