Meeting Minutes of November 14, 1989
The meeting was called to order at 7:00 pm by Chairman Walter Brieschke. The roll was called. Present were Mr. William Hardenbergh, Miss Phoebe Cox, Mrs. Fran Voss, Mr. Vern Cornell, Mr. Richard Parrish, Mr. Douglas Mayer, and Mr. Walter Brieschke. Employees present were Mrs. Becky Roberts and Mr. Walter Butler.
Minutes of the October 10, 1989, meeting were approved as submitted.
Customer Requests: Mr. Jerry Burton and his engineer Mr. Jack Bass, were present to discuss the proposed line extension off of Sheppard Lane. Mr. Burton submitted a water line extension application for approval. Mr. Parrish made a motion to accept the application for approval and Mr. Mayer seconded the motion. All in favor voice vote. Motion passed. Mr. Brieschke informed Mr. Bass and Mr. Burton that a letter would need to be submitted by them to BPWD requesting a water line extension so that BPWD can get approval of the line extension from SHWD, GE Capital, City of Carbondale, and FmHA. This will be the first step in the paperwork, with other things to follow. Mr. Bass showed a proposed plan, stating that a 3” line would be lain with a 3’ bury. Mr. Burton is to request that 2 free taps go along with the plan, possibly 3.
Cross Connection Ordinance: Mr. Bill O’Connell from the IRWA, and Mr. John Lam from IEPA were present to disc the Cross Connection Ordinance. Mr. O’Connell have a slide presentation on cross connections while Mr. Lam discussed different aspects of IEPA Cross Connection Sample Ordinance. 1) to approve an acceptable ordinance, 2) Survey of customers, 3) Inspection – where necessary. Dual check valves were discussed with Mr. Lam. He stated that if every meter had one installed on it, that this may solve inspection on residential use, but the survey would still have to be done every 2 years. No action was taken on the proposed ordinance.
Carbondale Samples: On 8/31/89, Carbondale took routine samples from Presley Tours. The samples came back showing the presence of Xylene, Toluene, and Ethylbenzene. Mr. Lam commented that there were only traces of these chemicals found in the samples and that there is no cause to be alarmed, but the source should be found if possible. The level of these chemicals that were found are below those levels that are normally found in the air we breathe. On 11/1/89, Mr. Butler and Mr. D. Austin retook samples at taps 2, 21, 81, 99, 108, 156, 197, and hydrant #10, to be sent in for retesting, in order to isolate and locate the source of the chemicals.
News Release: Mr. Brieschke submitted a proposed news release concerning these chemicals in the event one is needed. Mr. Parrish suggested one additional sentence, and Mr. Brieschke will revised and keep on hand if needed.
Boil Orders: Mr. Lam handed out booklets that pertained boil water order information. He stated that boil orders were put out if pressure dropped below 20 lbs. per square inch and issued only as precautionary and that it was not necessarily contaminated, and that drinking and cooking water should be boiled for 5 minutes. Buncombe will prepare a brochure based on the IEPA documents that were supplied to BPWD. IRWA and IEPA have asked for copies when completed.
Tap #211: Mr. Victor Pagan, tap #211 has had high pressure problems. He is the only customer that has complained of this. Before the Pressure Station #3 was installed his pressure was 95 psi. After installation of pressure station he pressure was at 80 psi. It was discussed whether or not to install a pressure valve on his meter. It was decided that since this meter is in the Township right-of-way, the board suggested that Mr. Pagan get his own pressure valve to be installed inside his house.
Bill Wheetley Tap: Mr. Wheetley, former owner of tap #151, has filed bankruptcy and was foreclosed upon on the same day. He was legal owner of the property until January 1, 1989. He was legal owner of the property until January 1, 1989. His total bill after shut off fees, late fees, and lien fees, was $319.01. Charter Bank is now the owner and paid from January 1, until present, which was $164.27. The district is out $154.74, and according to our Attorney, this is lost because of the way Mr. Wheetley filed.
The Secretary/Treasurer report was read and accepted.
The Financial Report was read and accepted.
Payment of Bills: The bills were presented in the amount of $6,129.48. Mr. Hardenbergh made a motion to pay the bills as submitted and Mr. Mayer seconded the motion. Liability status of WSO and Manager: Mrs. Roberts talked with Lois Elliott from Cherry Insurance and she stated that as long as the employees were on the job and something happened, that they would covered under the General Liability policy, and there is no such policy for employees like the D & O Policy that the district now has. Mr. Butler requested something more than this for his records. Mrs. Roberts is to ask for the insurance company for a statement in letter form for this coverage.
IDOT: On 10/19/89, IDOT used 1,300 gallons of water from hydrant #10 to clean out culverts in downtown Makanda. It took 4 turns and on 4 turns to shut it off, and they ran it for 25 minutes. Mr. Brieschke stated that the next time they used water, that one of BPWD employees were to be present.
Water Supply Operator Report: Mr. Butler reported that he thought that Sullivan Electric has completed their work on McGuire Road and they have been very cooperative.
Pressure Station #3 – IDOT Permit: Mrs. Roberts talked with Mr. Bruce Rainey from IDOT. They are planning to make a final inspection of this during mid December or the first part of January. After this is done, a letter will be sent to BPWD of the results.
Status of Repair on Hydrants #4 & #7: This has not been completed to date. It was also suggested that BPWD adopt a policy to use the only Mueller hydrants in the future. Carbondale usually replaces hydrants rather than repairing them because it doesn’t cost as much in the long run.
Purchase of Carsonite Posts: Mr. Brieschke suggested that posts be purchased to mark valves, especially after concrete was poured so close to Valve #16B. Mr. Parrish made a motion to purchase 10 carsonite marking posts for $18.90 a piece plus $4.00 for decals each. Mrs. Voss seconded the motion. Radi License: BPWD is in receipt of the new radio license. The license was issued on 10/3/89, and the final frequencies are A is 153.665 FB – 1 unit and B is 153.665 MO – 5 units. The license will expire on 10/3/94.
Walker Communications – hand held radio $481.00: This was tabled until next meeting.
FCC Part 90 Rule Book Required by FCC to be available: Mrs. Voss made a motion to purchase an FCC rule book for $15.00 and Mr. Hardenbergh seconded the motion. Overflow light at WST: Mrs. Voss made a motion to have Wilso Electric install an overflow light at the WST for an estimate of $150.00 and Mr. Parrish seconded the motion. Oak Grove Road vs. TWP vs Village: Tabled until next meeting.
Makanda TWP Fire Dept – Ron Herter: The fire department has requested the assistance of BPWD with flow tests in order to try to lower insurance rates. Mr. Brieschke assured them that BPWD would cooperate in any way possible.
Makanda Township vs BPWD: In court, the road repairs at taps #14A and #20A were thrown out of court because they were over a year old. Taps #191B and #191C, BPWD was charged, and for repairing the pump station, BPWD was charged. The total that BPWD has to pay the Township is $708.84 per courts judgement. The check is to be made out to the Makanda Township Treasurer, and mailed to the Township, c/o Mr. Wilburn Lipe. BPWD will now need to re-apply for a permit to backfill the pump station drive for access.
SHWD Dispute: No further communications received at this time.
Village of Makanda: The concrete that was poured in downtown Makanda by valve #18B was not poured over the valve, but it was very close.
Budget Committee – Final Budget Hearing: Mr. Hardenbergh made a motion to accept the budget as submitted and Mrs. Voss seconded the motion. Roll call vote: Mr. Mayer – yes, Mr. Hardenbergh – yes, Mr. Cornell – yes, Mrs. Voss – yes, Miss Cox – yes, Mr. Parrish – yes, Mr. Brieschke – yes. Motion passed.
Arrangements for Audit: Mr. Ronald Manis submitted a proposal for the 1989 audit for the district for $1,000. Mr. Hardenbergh made a motion to accept the proposal and Mrs. Voss seconded. Roll call vote: Mr. Mayer – yes, Mr. Hardenbergh – yes, Mr. Cornell – yes, Mrs. Voss – yes, Miss Cox – yes, Mr. Parrish – yes, Mr. Brieschke – yes. Motion passed.
