Special Meeting Minutes of May 24, 2011
Chairman Joseph Burrow called the meeting to order at 7:00pm. A roll call was taken and present were: Chairman Joseph Burrow, Vice Chairman Robert Jacobini, Water Supply Operator Ron Lada, District Secretary Karen Dunn, Trustees Jenny Anderson and Charles Travelstead. Absent was Secretary/Treasurer Mike Williamsen.
Visitors in attendance were Ms. Donna Heern, District customer, and Mr. Scott Hickam CPA of Beussink and Hickam PC.
Chairman Burrow turned the meeting over to Mr. Hickam to address the water main expansion project. Mr. Hickam opened by reviewing Mr. Asaturian’s preliminary report related to the project. Discussion continued on topics such as cost to customers; the balance on the current Bond; the contract with South Highway Water District; and, financing via loan programs through IEPA, the Public Water Supply Loan Program, and the USDA. In-depth discussion continued related to cost of water purchased, bond payments, and final cost to customers, Mr. Hickam indicated he felt the venture was achievable and in the best interest of the District, especially long term.
Topics associated with further steps within the process, such as easements, presentation to the IEPA (customarily done by the engineers), and passing an ordinance to issue debt and public notice were addressed. Mr. Hickam indicated that IEPA has a thorough and simple check list to follow.
In closing, Mr. Hickam offered to be of assistance to the District, including its engineers and legal counsel as necessary throughout the project.
At this time, the Board directed the District Secretary to compose a letter to Asaturian Eaton and Associates to aggressively pursue the next steps toward this endeavor, with a copy sent to Mr. Stephen Green informing him of the venture and that his services will be required in the near future.
There being no further business to discuss at this date, a motion was made by Mr. Travelstead to adjourn. Seconded by Vice Chairman Jacobini and with 4 yes and 0 no votes, the meeting adjourned.
